Vision, strength of character, and leadership are attributes that have distinguished Mrs. Villalobos as a business and community leader. She has 30 years of Business management experience. She is responsible for the management, organization, and overall financial stability of the company.
In 1996, she initiated and completed the process to certify Barnhart/Taylor, Inc. as a participant in the U.S. Small Business Administration (SBA) 8(a) program. The strategic plan allowed Barnhart-Taylor, Inc. to diversify, establishing the company as a Prime General Contractor.
In addition, Mrs. Villalobos is a civic minded individual involved in many local charities, and manages endowment funds which award college scholarships to local high school students and current students at the University of Texas at El Paso. She was appointed by the Mayor of El Paso to serve on the local workforce board and was elected as the only representative in the State of Texas to the National Workforce Board (NAWB).
Mrs. Villalobos is a leader who emphasizes the value of hard work, a motivator who has time for everyone, and a believer in family values.

Mr. Villalobos level of commitment, accountability, and ingenuity make Barnhart / Taylor, Inc. the success it is today. Mr. Villalobos started his illustrious carrier with Shell Oil before returning to El Paso in 1982. Mr. Villalobos 37 years of experience and is a regestered Professional Engineer (P.E.) in the states of New Mexico and Texas.
Mr. Villalobos is the Executive Vice President of the company and oversees all day-to-day operations of both the OEM and Construction divisions. He holds a patent for an Air-to-Air Heat Exchanger. He is responsible for all design coordination, manufacturing and construction. Including: allocation of resources, subcontractor selection and negotiations, materials research and procurement. He is also responsible for expenditure controls, and contract administration.
Since 1996, Mr. Villalobos has successfully negotiated and completed several construction projects for government agencies such as the Department of Defense (DOD), The Department of Public Works (DPW), and the US Army Corps of Engineers. His commitment to excellence in the construction industry has earned the firm recognition by the Government, Contracting and Business community.

Juan "JR" has 10 years tenure with the company and 14 years of construction experience. He specializes in government construction, and has been involved with several projects for the Department of Defense, US Corps of Engineers (USACE), and most recently the General Services Administration.
He is involved with all aspects of the business including: Business Development, Design, Estimating, Contract Negotiations, Scheduling, Budgeting, Contract Buyout, Subcontractor Selection, Construction Management, Quality Control and Closeout.
He is a certified CQC (contractor’s quality control person) by the USACE. His responsibilities include developing and implementing quality management systems (QMS) for the company that set standards and processes for field testing and inspections for construction quality control.
Clients will appreciate his knowledge of design and construction, commitment to quality, and regard for safety. Mr. Villalobos, Jr. is diligent, knowledgeable, demonstrates integrity and is committed to making each project a success.

Ms. Durand has 10 years tenure with Banrhart-Taylor, Inc. She graduated from the University of Phoenix with a degree in Business Accounting. Ms. Durand has 28 years of accounting experience. She has extensive knowledge of accepted accounting principles and practices including government accounting.
She is involved with establishment and implementation of new or revised accounting policies and procedures for the OEM and construction operations. She is responsible for the assigned area(s); oversight of the collection, recording, processing, consolidation, and distribution of a wide variety of financial and statistical reports, statements and summaries. She prepares reports and assists the managing partners with long-range fiscal planning and policy making.
Ms. Durand is a very knowledgeable accountant, articulate, detailed, and very professional. Barnhart / Taylor, Inc. values Ms Durand’s skills, work ethic and knowledge. She is a key member of the company’s management team.

Ms. Gonzalez has 8 years tenure with Banrhart-Taylor, Inc. She graduated from the University of Texas at El Paso in 2009 with a degree in Industrial Engineering. Ms. Gonzalez’s has seven years of experience in project evaluation, project planning, scheduling, material management and quality control.
She is involved with all phases of production including: sales, technical support, procurement, manufacturing, and logistics. She works with the “Owners” and “Engineers” throughout the entirety of a project to ensure each unit manufactured by Barnhart-Taylor performs to spec. Her responsibilities include reviewing the Engineer’s calculations to select high efficiency equipment that performs to design. She procures materials and manages the project until completion.
Ms. Gonzalez is a highly motivated person always looking for opportunities to improve efficiency by streamlining production, maintaining quality standards and reducing cost to remain competitive in the market.

Mr. Prangner has 11 years of experience in managing employees and overseeing work, 6 years of which have been with Barnhart-Taylor, Inc. He has expanded his knowledge in the construction industry ensuring work is executed safely, efficiently, and of good quality.
He is a dedicated certified health and safety professional with hands on knowledge and experience. He is certified Contractor's Quality Control by US Corps Army Corps of Engineers (USACE). He has been involved in several government projects involving coordination of employees and subcontractors while ensuring work is performed in a safe and controlled environment. His hard work and dedication has helped build positive communication with our clients, engineers, government officials, employees, subcontractors and vendors.
Mr. Prangner has a sincere commitment to safety and quality continues the fine tradition and hierarchy of dedicated health and safety professionals that has made Barnhart-Taylor, Inc a safety awards winner.

Mr. Garcia has worked for Barnhart-Taylor, Inc. for more than 10 years and was promoted to Project Superintendent in 2007. Mr. Garcia has developed a reputation for being a professional and a technically competent person. He is assertive, ethical and goal oriented individual. Excellent attention to detail with emphasis placed on quality, he is very organized with a systematic approach tasks, achieving accuracy and efficiency. He has well-developed interpersonal skills, including the ability to manage diverse personalities and works easily with others.
Mr. Garcia was an Electro Mechanic for 6 years. His expertise include welding, plumbing, carpentry, masonry, roofing and electrical. He is a skilled, artesian, and accomplished cabinet maker among other things.
As Project Superintendent he is responsible for the coordination of all site construction activities, and supervises all field personnel as required to successfully complete the project on schedule and within budget. This includes maintaining the highest quality, supervising all trade and field personnel, while administering good construction safety practices with all on-site activities. Maintains the job site office and closes out projects.
